fix: resolve biome ci errors, expand root config rules

- Rewrite root biome.json with expanded rule overrides (a11y, complexity, suspicious)
- Add CSS tailwindDirectives support
- Add routeTree.gen.ts to ignores
- Fix unused variable and forEach return in global-background.tsx
- Update submodule pointer
