Server pulls pre-built packages from Cachix, no need to build
the NixOS closure in CI. Just update flake.lock and trigger
a remote rebuild.

Skip unchanged apps to speed up CI. Uses nx affected to detect

Standardize on nodejs_22 across devShell and nix build helpers.
Update CI to build all packages and push to Cachix on merge to develop.
