fix(infra): otel collector no self-loop trace export

- hapus otlp/jaeger exporter (jaeger mati sejak Docker dihapus) yang
  nunjuk ke 127.0.0.1:4317 (port receiver sendiri) -> loop trace tanpa
  henti, ~1.8jt baris log/hari di journal
- traces pipeline -> nop exporter, metrics -> prometheus
- logs pipeline dihapus (tidak ada konsumen)
